The federal government shutdown is a week old, with no sign of progress toward a resolution. Hundreds of thousands of federal employees have been furloughed or are working without pay, and nonessential government services remain suspended. The stock market is behaving as though the shutdown were business as usual, which is hard to argue against. In the past two decades, the government has been shut down once every four years on average.
